User requirements
Objectives
The central purpose is to provide a detailed description of user requirements based on the outcome from WP4 Business case. This description – the user model – will form the basis for development of a road data specification able to meet the core user needs of today and in the foreseen future. A second objective is to support the establishment of harmonised national road databases and to reach a commitment between the interested parties concerning the establishment of a harmonised European solution.
Description of work
Based on findings from WP 4 this work package will give a more technical and detailed expression of user needs concerning reference data on road networks. The main output from the WP will be an information model, which will be used in the following WP 6 as a basis for the road data specification framework. The work package will consist of the following work:
1. Describing the most common user groups and their needs and wants (including categorisation of user profiles, e.g. within public and private organisations, regional, national and European perspectives, etc). This includes investigating and compiling existing surveys on user requirements as for road data, and road information based services.
2. Identifying, by the use of the result from above, what core reference data on roads are needed on the European level (concerning data content, data structure, coverage, levels of accuracy, data transfer and information access services, handling of updates, management services among the partners of the information system etc).
3. Communicating the preliminary findings with especially the reference groups.
4. Setting up a proposal on requirements for the road information structure based on the findings and describing it in a report. A final version of the report should be decided by the Project Management Group.
The deep involvement of representatives from important user groups in defining the reference data on
roads will also support the entire concept of creating a harmonised European road data solution.
Deliverables
D5.1 Draft report on user requirements concerning content, structure and access to road information (covering what is described under work items 1-2 above).
D5.2 Final report on user requirements.
D5.3 Report on important findings from the contacts with user groups concerning not only data content but also organisational, financial and other aspects on the establishment of a harmonised solution for road data.
