Road Data Specification Framework



Objectives

The overall purpose is to establish a specification framework as a basis for a harmonised European road data solution. The framework will prepare a ground for establishing national road databases, a necessary condition for creating a harmonised European solution with quality assured and maintained core cross boarder road data. The framework will also contain necessary specifications for a common European interface solution, through which the market can be provided with quality assured road data.


Description of work

The work package will consist of the following work:
1. Analysing:
- the identified data and service requirements from WP 4 and 5
- the results from standardisation work within ISO, CEN and on national levels
- existing de facto standards (GDF and others) and results within the area, for example from WERD sub group 5
- existing national and European road data solutions (comparison in order to be able to properly define a common core content).

2. Drawing conclusions out of the analysis on further steps concerning the specification work within the following three main areas:
- data structure
- data content (core data)
- data exchange and from those analysis decide upon preliminary recommendations

3. Communicating the preliminary findings and directions for the work to continue, presented in a report, with especially the reference groups. Decide on a final version of the report within the steering committee.

4. Working out specifications within the three areas: data structure, data content and data exchange (see details below). The aim should be to prepare for a European standard (a profile based on ISO 19 100 components).

5. Communicating the preliminary specifications with the reference groups.

6. Deciding on final specification versions within the steering committee.

Data structure


The data structure of the road network should be processed through object oriented modelling, including quality modelling, and a definition of levels of details and a reference system (e.g. how to reference objects to the road network). The road network model will be an important platform for structuring the data content and defining the data exchange. It will also contribute to a harmonised and unified view of how to describe a road network.


Data content


The core European road data (data content) should be specified and built on the identified data structure. The work should include a definition of referred road network and specification of common features (feature types, attribute types and attribute values). It also should contain specified quality levels for the content, generalisation rules for the road network, geodetic reference system to be used and rules for edge-matching at nation boarders.


Data exchange


Data exchange should be specified as a road network exchange model (corresponding to the information model), and a road data exchange format that can communicate road data (both the whole data set and just the changes) structured as specified in the exchange model. The data exchange specifications will be adopted as the basis of an interface solution (see WP 4 Prototyping) supporting an easy access to European road data defined as above. This interface also should contain a meta-data catalogue showing the characteristics of the accessible information.

The technical implementation of the model for data exchange will be handled within WP 7 Demonstration.

The work should be completed with a terminology catalogue including definitions of road data related words used in the different specifications.
